<P>PROBLEM TO BE SOLVED: To provide a business form issuing apparatus which can issue a business form having variations in the forms, without inviting significant increase in the storage capacity, and to provide an electronic business form system. <P>SOLUTION: Form data of the business form, in which a business form component arrangement area (an area or an image area) is set up and multiple kinds of business form components which can be arranged in the business form component arrangement area are stored in a storage device 115 of a server 10. Upon the receipt of a business form data demand from a client 20, user data, corresponding to the business form data demanded, are specified, and the business form components which varies in the forms in accordance with the user data are read.
