PROBLEM TO BE SOLVED: To provide a piezoelectric device allowing annealing treatment without forming an opening for discharge in a case section; and to provide a manufacturing method for the piezoelectric device, a positioning tool, a cellular telephone set and an electronic instrument.

SOLUTION: The piezoelectric device 100 is provided with piezoelectric vibrating-pieces 130 and has a frame body 110 in which a space S1 used for allowing to move the vibrating-pieces are formed between the vibrating-pieces, and the case section having a case section 120 at the upper surface side and a case section 121 at the lower surface side arranged respectively through a sealing section 140 on the upper surface section 111 and the lower surface section 112 of the frame body. A notched section 114 communicating with the space used for allowing to move the vibrating-pieces is formed in the frame body.
