PROBLEM TO BE SOLVED: To provide an image processing apparatus capable of extracting only a region of interest and performing processing such as browsing even for a non-compression file and a compression file compressed in a form other than that of the JPEG 2000.

SOLUTION: The image processing apparatus is provided with a compression means 421 for executing compression processing of an image in compliance with the JPEG 2000 and an expansion means 431 for executing expansion processing of an image compressed in a form other than that of the JPEG 2000, permits designation of a region of interest as to an image stored in a storage area 411 and discriminates whether an image file is a non-compression file or a compression file compressed in a form other than that of the JPEG 2000. When the image processing apparatus discriminates the image file to be the non-compression file, the compression means 421 compresses the image file, and when the image processing apparatus discriminates the image file to be a compression file compressed in a form other than that of the JPEG 2000, the expansion means 431 expands the file and then the compression means 421 compresses the resulting file. Then the image processing apparatus extracts a block corresponding to the designated region of interest from the compressed image and provides an output.
