MOTION PICTURE ENCODING METHOD AND MOTION PICTURE DECODING METHOD

PROBLEM TO BE SOLVED: To provide a motion picture encoding method, a motion picture decoding method and the like with which a motion vector can be surely obtained even when a direct mode is selected in the case of performing field encoding and decoding of a motion picture.

SOLUTION: A motion picture encoding apparatus is equipped with a motion compensation encoding part 107 for determining an encoding mode of an encoding target block and generating predictive image data based upon the encoding mode, and a direct mode possibility judging part 109 for judging whether or not scaling processing can be performed when the encoding mode determined by the motion compensation encoding part 107 is a temporal direct mode. When it is judged that scaling processing can not be performed, motion compensation is performed by using the other encoding mode or without performing scaling.
