PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit which is applied depending on a feature of an SOI structure device and can be operated with ultra-low power consumption, and a clock and an electronic equipment which include the same. SOLUTION: The semiconductor integrated circuit includes a first power source line for supplying a first potential, a second power source line for supplying a second potential lower than the first potential, a constant-voltage generator 90 electrically connected to the first and second lines, a third power source line 94 for supplying a constant voltage with the first potential as a reference to be generated by the generator 90, and an operating circuit 92 electrically connected to the first and third lines. At least a part of the transistors constituting the constant voltage generator 90 are composed of a field effect transistor of an SOI structure of a partial depletion type electrically connected to a body region and a source region. On the other hand, at least a part of the transistors constituting the circuit 92 are composed of a field effect transistor of the SOI structure of the partial depletion type in which the body region is in an electrically floating state.
