PROBLEM TO BE SOLVED: To provide a silencer for an internal combustion engine with a new configuration that facilitates tuning for exhaust sound, exhaust efficiency or the like by working in a manual fashion using a simple tool afterward. SOLUTION: In the silencer 10 for an internal combustion engine where an internal pipe body 14 is disposed in a sealed internal hollow portion of an outer housing 12 and a great number of small holes 60 are formed on a pipe wall of the pipe body 14, opening adjusting means 64 is formed on at least one of the small holes 60 on the pipe body 14, for changing the opening to the opened state or the closed state or vice versa, and making the opening recoverable or unrecoverable.
