The unit has a rotary shaft to actuate an alternator. A turbine (11a) is located at entry of a channel intended to be placed on an upstream of a barrage. The shaft and the turbine form a set presenting one center of gravity when a covering (7) is not filled with water and another center of gravity when the covering is filled with water. The latter center of gravitys vertical projection is located in base of lift of the unit. An Independent claim is also included for a process for producing hydroelectric energy.
