The device has a body (19) immobilized with respect to a manhole (2) in an open base (4). An actuation piece (20) is guided in a direction between activating positions corresponding to closure and half-closure positions by a control unit. A cover (7) is applied against an opening of the base to form a closed compartment in which a cover movement in a half opened positions forms a passage between the cover and base.
