PURPOSE: A heat exchanger is provided to form a passage having the maximum efficiency by freely forming a control plate deciding a passage of a pipe, and improve the performance of heat exchange by forming a plurality of micro tubes. CONSTITUTION: A heat exchanger is formed of pipes(20) including a plurality of micro tubes, and a header(140) formed of a plastic material to form passages between micro tubes in the same pipe as well as passages between pipes. The header is divided by control plates(150) installed in vertical and horizontal directions. Plural aluminum fins(30) are bonded between the pipes.
