PURPOSE: Provided are a minus particle generating device without decreasing a generation amount of minus particles even though time passes, by using an photoelectric emission plate which has excellent durability for a long term; and an electricity discharge removing device without generating ozone. CONSTITUTION: The minus particle generating device comprises: an emission film(1) for emitting an photoelectron by radiating light on a substrate with variety. The substrate has conductivity and is stainless. The photoelectric emission plate includes a conductive film under the emission film on the substrate, and the conductive film is made of metal. The thickness of the emission film is thicker than the maximum surface roughness of the surface under the emission film, and the emission film is made by deposition and is conductive.
