PURPOSE: A system and method for extracting ROI(Region Of Interest) are provided to perform an extraction of an interested area from only an estimated area by using a DCT(Discrete Cosine Transform) ratio so that it reduces a calculation amount. CONSTITUTION: The system comprises the first interest area extractor(110), a table forming module(120), a comparator(130), the second interest area extractor(140), and a rate controller(150). The first interest area extractor(110) extracts the first interest area from an estimated face area by using the Kalman filter. The table forming module(120) forms a histogram table by using a DCT ratio. The comparator(130) compares the first interest area with the histogram table. The second interest area extractor(140) extracts the second interest area by using the histogram table. The rate controller(150) performs a selective rate control on the interest area including a face area.
