PURPOSE: An outer layer reinforcing mat and construction method thereof are provided to construct and install an outer layer of the soft ground as the outer layer reinforcing mat by injecting cement mortar or sand and installing the outer layer mat on the soft ground. CONSTITUTION: An upper mat is mounted on a lower mat, and an injection port(4) is formed by sewing the edge. Holes(5) are formed alternately on the mat, and the outer layer mat is manufactured by forming the communication ports with sewing the edges of the holes. The outer layer mat is installed on the soft ground, and soft fluid cement mortar or sand is charged by a high pressure concrete pump. An outer layer reinforcing mat(9) is constructed by injecting cement mortar or sand through the injection port to the outer layer mat on the soft ground to easily move the equipments for dehydration acceleration of the soft ground.
