The device has a mandrel (2) positioned at centre of a tubular material roller (3). The mandrel has a holding unit to hold a rectangular blank in rolled position. The holding unit forms a rigid tube with an interior wall (21) and an exterior wall (22) such that axis of the mandrel and roller are mixed. The blank has longitudinally aligned holes that are disposed in a manner such that their axis coincides when blank is rolled.
