PROBLEM TO BE SOLVED: To provide an improved optical element useful for a waveguide or a privacy screen. SOLUTION: THe light-transmissive optical component includes a network of cells containing a filler material, and each cell being walled on side faces and doesn't have walls formed in top and bottom parts, and side faces where walls are formed include a polymer having a first refractive index, and the cell comprises the filler having a second refractive index higher than the first refractive index, and thus light is transmitted through the filler material and the unwalled top and bottom parts of the cells.
