PROBLEM TO BE SOLVED: To provide an image recognition device and method capable of tracking only the moving object of a detection object by detecting the movement of the entire images accurately. SOLUTION: The image recognition device is provided with an object area detection means 803 for detecting an object area from a plurality of images whose imaging time is different, a mask generation means 805 for generating a mask for separating the object area and a background area, an image movement detection means 806 for detecting the movement of the entire images by using the mask for the plurality of images, a template management means 807 for managing the detected object area as a template, and an object tracking means 807 for tracking the movement of the object area by time sequentially tracking the position of the template, and the object moving in the image is tracked by tracking the movement of the object area.
