PROBLEM TO BE SOLVED: To provide a vegetation concrete base of good workability and excellent fixing/growing properties using a discarded thinning material as a protective structure for the ground and a face of slope without needing to place foundation concrete. SOLUTION: A plurality of thinning material blocks 12 which are industrial waste are embedded at suitable intervals in a porous concrete panel 1 which is a hardened body having continuous cavities and continuously fittable to each other, or in a porous concrete body part which is a hardened body having continuous cavities inside and allowed to be concreted in site.
