PROBLEM TO BE SOLVED: To provide an apparatus for forming a waste metal block with which the good quality waste metal block as an intermediate material for the resource of the waste metal generated in a producing process utilizing the metal, is efficiently produced. SOLUTION: In the apparatus for forming the waste metal block having a supplying part and a forming part, the supplying part is provided with a hopper 4 having a supplying hole 3 for charging the material, intermeshing type two screws 5, 5 set in the inside of the hopper 4 and a first power part 6 for operating the two screws 5, 5. The forming part is provided with a pair of rotating rolls 7, 7 set at the lower part of the supplying part and counter-rotating in the different direction and a second power part 9 for operating the pair of rolls 7, 7, and on the respective peripheral surfaces of the pair of rotating rolls 7, 7, a plurality of continuous recessed parts are formed so as to face each other by the pair of rotating rolls 7, 7.
