<p><P>PROBLEM TO BE SOLVED: To provide a support method and system for the weak in disaster, capable of rapidly transmitting information about the disaster, and allowing grasp of whether the weak living in a disaster-stricken area and a district adjacent to the disaster-stricken area is safe or not. <P>SOLUTION: A center server 2 collecting information transmits a trigger signal 16 corresponding to an emergency level and kind to terminal devices 10A, 10B installed in present places of helpers 61, 61' and the weak 60 registered in a database 20 via arbitrary communication line networks 3, 4, 5, on the basis of a disaster prevention management program 21. When the terminal devices 10A, 10B receive the trigger signal 16 of the level corresponding to an emergency disaster mode, the terminal devices 10A, 10B make alarm generation means 11, 12 each generate an alarm.
