PROBLEM TO BE SOLVED: To provide a toner and an image forming apparatus in which a charging member is not contaminated in a direct charging system over a prolonged period of time, in which neither scuffing nor scraping of a photoreceptor is caused even when a toner reduced in particle diameter is used, and which maintains high image quality. SOLUTION: A photoreceptor having a surface layer containing fluororesin particles dispersed in a polymer having an arylate structure in a surface of a photosensitive layer is used in combination with a toner having a specified relation between a weight average diameter and a number-base cumulative value of particles having a degree of circularity of≥0.950 in particles of≥3μm.
