PROBLEM TO BE SOLVED: To allow the connection to outside over a radio LAN, without application in advance or registering apparatus, etc. and enable a service provider to suitably charge with simple equipment. SOLUTION: A user 11 requests a password issuing apparatus 3 to issue a password, thereby issuing the password. Password information (password, term of validity, etc.) is registered on an authentication information database 4. A server manager charges, if needed, in issuing the password. The user 11 connects to an access point 1 using a terminal 2, and accesses an authenticating sever 5 to input a password. The authenticating server 5 inquires whether there is anything agreeing with the password inputted to the authentication information database 4. If confirming that there is one agreeing with it, it decides that the authentication has succeeded and permits communication within the term of validity of the user's terminal connected at present.
