PROBLEM TO BE SOLVED: To provide a photoelectric converter which is improved in photoelectric conversion efficiency to increase output signals in quality, to reduce noises, and to improve in detection sensitivity and operation reliability when it detects light that has specific wavelengths and is low in photoelectric conversion efficiency. SOLUTION: A color filter layer 130 is provided on a silicon substrate 110 where a photodiode unit 114 is formed, filter films 130B are provided inside a flattening layer 130A, and light of prescribed wavelength is separated from incident light to impinge on the photodiode unit 114. A wavelength conversion film 140 is provided inside the flattening layer 130A at an intermediate position between the blue filter 130B and the photodiode unit 114, and blue light penetrating through the filter film 130B is converted to light which has nearly the same wavelength as green light high in photoelectric conversion efficiency and is made to be incident on the photodiode unit 114.
