摘要 PROBLEM TO BE SOLVED: To provide an ultraviolet exciting phosphor which can efficiently enhance the efficiency of light emission efficiency under vacuum UV excitation and can improve the light emission efficiency (light emission brightness), when used as the phosphor layer of a light-emitting device such as a plasma display, and to provide a discharge and light-emitting element or the like using the ultraviolet exciting phosphor. SOLUTION: This ultraviolet exciting phosphor which emits light by the irradiation of ultraviolet light is characterized by comprising a borate having a composition represented by the general formula:(Y<SB>1-x-y-z-α</SB>Gd<SB>x</SB>Eu<SB>y</SB>Ga<SB>z</SB>M<SB>α</SB>)BO<SB>3</SB>[M is at least one of Al and In; (x), (y), (z) and (α) satisfy 0.10≤(x)≤0.90, 0.01≤(y)≤0.20, 0<(z)≤0.01, and 0≤(α)≤0.01, respectively].
