PROBLEM TO BE SOLVED: To provide a torque transmitter and an image reading and recording device equipped therewith capable of shutting transmission of a torque by an operation conducted externally. SOLUTION: The torque transmitter and the image reading and recording device equipped therewith include a reading changeover part 154 composed of a stepping gear A103 rotated by a transport motor, a pendulum arm B120 arranged coaxially with a stepping gear A and capable of rotating with a friction load relative to the stepping gear A, a planet gear B122 installed on the pendulum arm B rotatably, meshing at all times with the stepping gear A, and capable of meshing with a stepping gear B123 when it rotates together with the arm B and the stepping gear A owing to the friction load given when the gear A rotates, and a release button 140 to rotate the arm B in the direction opposite the rotating direction and separate a planet gear B from the stepping gear B123.
