MOTION VECTOR CALCULATING METHOD

PROBLEM TO BE SOLVED: To provide a method of predicting a motion vector in the time direction and the spatial direction at a high accuracy in a direct mode, even if a block of motion vectors to be referred to is one belonging to a B-picture.

SOLUTION: If a block MB 22 has a plurality of motion vectors to be referred to in a direct mode, a scaling is applied to a value obtained by taking a mean or either of the plurality of motion vectors to determine two motion vectors MV23, MV24 to be used for the inter-picture prediction of a picture P23 to be coded.
