<p><P>PROBLEM TO BE SOLVED: To detect a fraudulent operation without increasing an operation burden on a user and dispensing with a large facility investment. <P>SOLUTION: A management device 3 specifies an authentication terminal 2 operated immediately before by a user as a moving origin authentication terminal and obtains a time operated immediately before by referring to an operation history table 38 based on private identification information included in an operation notification from the authentication terminal 2, and calculates an estimate movement time from an operation time in a moving origin authentication terminal and the operation time in the moving destination authentication terminal included in the operation notification.
