PROBLEM TO BE SOLVED: To provide a method for manufacturing a foamed roller by which an unvulcanized rubber foam can be uniformly expanded regardless of a work size and the number of works. SOLUTION: In this method for manufacturing the foamed roller, thermocouples 23a and 23b are mounted on the surface of the unvulcanized rubber foam 10 and the inner wall side of a shaft insertion hole opened in the unvulcanized rubber foam 10 respectively, when the foam 10 preformed into a roll shape is thermally vulcanized/expanded with the help of pressurized steam inside a vulcanizer 21 to measure the temperatures of the center part and surface of the unvulcanized rubber foam 10 respectively. Then, the foam 10 is preheated until the difference between the temperatures of the center part and surface of the foam 10 reaches a specified temperature range before vulcanized/expanded.
