PROBLEM TO BE SOLVED: To provide a magnetic sealing member that is improved and simplified in assembling workability and can be used for a device which does not have enough space. SOLUTION: The magnetic sealing member includes: an internal circumferential face 10r3 that faces the external circumferential face of a development roller; an external contact face 10r4 with a substantially arcuate shape that is opposite the internal circumferential face 10r3 and abuts on a development frame; an elastic member-abutting face 10r5 that abuts on an elastic member 30 squeezed between a development blade and the face 10r5; and a frame-abutting end face 10r6 that is located opposite the elastic member-abutting face 10r5 via the internal circumferential face 10r3 and abuts on the development frame. The center P1 of the arc of the external contact face 10r4 is located on the frame-abutting end face 10r6 and in an area A2 that is opposite the A1 of the magnetic sealing member of the areas into which the arcuate face area of the external contact face 10r4 is divided by a line extending from the frame-abutting end face 10r6.
