PROBLEM TO BE SOLVED: To provide a transmitter and transmitting method capable of generating and emitting an electromagnetic pulse without having a transmitting antenna. SOLUTION: A modulating part 13 makes delay as much as timing T<SB>0</SB>and outputs a clock signal when an inputted digital signal is "0", and makes delay as much as timing T<SB>1</SB>and outputs the clock signal when the digital signal is "1". An optical nonocycle pulse generating part 14 generates and outputs an optical monocycle pulse corresponding to delay of the clock signal with the clock signal outputted from the modulating part 13 as a trigger. An electromagnetic pulse emitting part 15 is irradiated with the outputted optical monocycle pulse, and the outputted optical monocycle pulse destroys a Cooper pair existing in the electromagnetic pulse emitting part 15. The destruction of the Cooper pair creates polarization in the electromagnetic pulse emitting part 15 to induce an electromagnetic pulse, emitting the electromagnetic pulse in the air.
