PROBLEM TO BE SOLVED: To supply the cold wind or the warm wind generated by a compressor 2 and a vortex tube 3 to the inside or the outside of a hollow steering system 1. SOLUTION: By supplying the cold wind or the warm wind generated by the compressor 2 and the vortex tube 3 to the inside or the outside of the hollow steering system 1, the surface of a steering wheel portion 11 and the surface of a spoke portion 14 of the hollow steering system 1 are cooled even when the vehicle has been parked for a long time under the blazing sun at a high outside temperature in the summer heat, etc., and as a result, a driver can grip the steering wheel portion 11 of the hollow steering system 1 just after getting in the vehicle without discomfortable feeling, and further, the surface of the steering wheel portion 11 and the surface of the spoke portion 14 of the hollow steering system 1 are warmed even when the vehicle has been parked for a long time at a low outside temperature in the cold time in the winter, etc., and as a result, a driver can grip the steering wheel portion 11 of the hollow steering system 1 just after getting in the vehicle without discomfortable feeling.
