PROBLEM TO BE SOLVED: To provide a communication management server, a communication management server control program and a user terminal control program suitable for identifying a terminal which accesses a prescribed domain in a WWW server. SOLUTION: A content provision system 1 is constituted by including first to third user terminals 2 to 4, an IP address/port converter 5, a router 6, the communication management server 7, first and second WWW servers 8, 9 and a WAN (wide area network) 10 and the communication management server 7 is constituted by including a data communication control part 7a, an authentication part 7b, an information judgment part 7c, a Cookie acquisition part 7d, a Cookie information storage part 7e and a communication information storage part 7f. Cookie of a domain of the WWW server to a user terminal at an access requesting origin is acquired, stored and managed by associating it with terminal identification information by the Cookie information acquisition part 7d and the Cookie information storage part 7e.
