PROBLEM TO BE SOLVED: To control the temperature inside a radio base station equipment, without using an air conditioner, a means for measuring the temperature, or a means of processing measurement results obtained by this means. SOLUTION: Information on changes in outside air temperature at an installation location of the radio base station equipment 1 is stored beforehand in a memory 5. An equipment controller 4 determines the need for heating suppression processing or heating facilitation processing, on the basis of the information on the changes in the outside air temperature stored in the memory 5.
