PROBLEM TO BE SOLVED: To provide a heating apparatus that, while shortening the warm-up period to save energy, can properly heat members to be heated at a desired temperature, and to provide an image forming apparatus having the heating apparatus. SOLUTION: A heat roller 1 having a conductive layer therein in a fixing device 40 heats paper P passing between the heat roller 1 and a pressure roller 2 disposed in press-contact with the heat roller 1. The heat roller 1 is constituted of: a releasing layer 5 disposed on the radially outermost circumference; and an elastic layer disposed inside the releasing layer 5 in the radial direction so as to be concentric with the releasing layer 5. The elastic layer is divided into a first elastic layer 6 and a second elastic layer 3. A conductive layer 4 is disposed between the first elastic layer 6 and the second elastic layer 3.
