PROBLEM TO BE SOLVED: To eliminate a member for detecting overall current flowing in a charging roller and a photosensitive drum, and to simplify accurate control of discharge current. SOLUTION: The photosensitive drum 1 comprises a conductive support 1b, a photosensitive layer 1a and a protective layer, wherein the protective layer comprises a curing resin cured by irradiation with an electron beam and conductive particles. Tabor Abrasion of the drum 1 is 0.1-1.0 (mg/1,000 revolutions). The drum 1 is charged by applying charging bias consisting of superimposed DC voltage and AC voltage to an electrostatic charging roller 2 disposed in contact with the drum 1. Since the drum 1 has little film thickness change, discharge current can be controlled by paying attention only to variation of resistance value of the electrostatic charging roller 2.
