PROBLEM TO BE SOLVED: To adopt waste water treatment sludge for the stabilization treatment of heavy metals in fly ash, and thus to dispense with a dehydrator of the waste water treatment sludge and the other incidental facilities. SOLUTION: When dissolvable heavy metals contained in fly ash are captured with a chelating agent and are stabilized, the fly ash is kneaded with the chelating agent and waste water treatment sludge with pH 9 to 11. The chelating agent, e.g., may be a dithiocarbamic acid based polymer chelating agent, and UML-NEW7100 (R) made by Unitika Company is frequently used. COPYRIGHT: (C)2004,JPO&NCIPI
