PROBLEM TO BE SOLVED: To prevent the reduction in storage capacity and reverse engineering of a program. SOLUTION: A nonvolatile memory 2 stores program data 24 in which data 21 are compressed, information data 22 showing the number of execution programs included in the data 21, and data 26 encrypted with information data 23 showing the size of each execution program. A CPU 1-1 reads and decodes the data 26 from the nonvolatile memory 2, restores the program data 24 and information data 22 and 23, then extends the program data 24 to restore the data 21, and stores them in a RAM 3. The CPU 1-1 further forms a program management table 51 for managing each execution program on the basis of information data 22 and 23, and stores it in the RAM 3.
