PROBLEM TO BE SOLVED: To provide an apparatus for efficient and inexpensive manufacture of a foaming thermoplastic resin particle without an aqueous medium and excessive energy, a method of manufacturing the particle, and the particle obtained. SOLUTION: The apparatus has a bulk polymerization process portion 10 for production of a thermoplastic resin by bulk polymerization and an extrusion cutting process portion 20 having an extruder 21 connected to a flow line 25 supplying a molten resin 19 from a deairing section 12 and a flow line 26 supplying a foaming agent and a cutter 23 cutting the resin extruded from a die 22 connected to the extruder 21 to form a foaming thermoplastic resin particle 40.
