PROBLEM TO BE SOLVED: To prevent fouling by sand dust, metal powders, acidic rain and exhaust gases or the like from occurring, and to increase weather resistance and construction property. SOLUTION: This fouling preventing sheet has a fouling preventing layer (II) made of a hydrolysis condensate of an organo silicate at least on one surface of a sheet (I) made of a hardened article of a resin composition. Then, the sheet (I) contains a vinyl based polymer (A) having at least one kind of structure selected from a polyether, polyester, polycarbonate or polybutadiene, having a functional group which can react with isocyanate groups as side chains, at least one kind (B) selected from a polyether, polyester, polycarbonate or polybutadiene having two or more of functional groups which can react with isocyanate groups, and a polyisocyanate compound (C) having two or more isocyanate groups.
