<P>PROBLEM TO BE SOLVED: To provide a motion evaluation engine with a parallel interpolation and a search engine. <P>SOLUTION: A method (102) is realized by generating a first interpolated block of a sub-pixel resolution in response to a first interpolation process to be operated upon a reference block of a reference frame in a video signal with an integer pixel resolution (A), generating a kinetic vector in response to the first interpolated block and a present block of a present frame in the video signal with the integer pixel resolution (B), and generating a second interpolated block with a sub-pixel resolution in response to a second interpolation process to be operated upon the reference block (C).
