<p><P>PROBLEM TO BE SOLVED: To provide a semiconductor device with a congestion control function in a small size for which the congestion control function is constituted of simple logic in an IC chip mounted on an IC tag or the like. <P>SOLUTION: The IC chip 12 is provided with a memory 16 for storing the information of a first random number 11 and the ones (such as a recognition number 17) other than the first random number 11 and sends out the information inside the memory 16 by non-cotact with a time difference according to the numerical value of the first random number 11. By setting the first random number 11 to the memory address counter 13 of the IC chip 12 for time difference control, the memory address counter 13 is used for the send-out control of memory data as well and the logic is simply constituted.
