PROBLEM TO BE SOLVED: To provide an external insulation panel improving handleability in construction by reducing weight, hardly causing warpage and having fire resistance scarcely catching a fire in a neighborhood. SOLUTION: The external insulation panel 10 is stacked with an external material layer 12 on one surface of an insulating material layer 11 and has the fire resistance of a quasi-nonflammable level or higher in a cone calorie test. The insulating material layer 11 comprises a styrene foam body with a density of 25-60 kg/m<SP>3</SP>, while the external material layer 12 comprises lightweight mortar cured by filling the insulating material layer 11 including an organic fiber material, and having an air-dried specific gravity of 1.0-1.4 and a thickness of 3-10 mm. This constitution can secure heat insulating performance, have light weight, prevent warpage, secure the heat resistance of quasi-nonflammable level or higher in the cone calorie test and have such weight that a single person can easily handles it at a site.
