PROBLEM TO BE SOLVED: To improve light resistance and durability by reducing its deterioration while being mainly composed of resin foam, having fire resistance and superior heat insulating and sound insulating performances, being easily and quickly constructed into a free dimension and shape and to manufacture a heat insulator such as a heat insulating wall, a heat insulating floor, a heat insulating ceiling, a heat insulating room and a heat insulating block at low cost. SOLUTION: This construction method for an insulator includes steps for excavating a ground 10, placing cobble stones 8, constructing a concrete mat foundation 9, producing polymer cement by kneading an emulsion mainly composed of polymer resin of a styrene-butadiene rubber latex with cement paste which is formed by mixing 100 pts.wt. of cement with water, applying it over the whole circumferential surface of the resin foam block 1 of polystyrene foam, drying it and manufacturing a covering block B. The covering block B is laid with polymer cement 2 as an adhesive material formed into a floor wall, a side wall and a ceiling wall, to constitute a refrigerator-freezer.
