<P>PROBLEM TO BE SOLVED: To extend the service life of a photosensitive drum without impairing the ability to clean an intermediate transfer body by decreasing a primary transfer bias and a primary electrostatic charge bias applied to the photosensitive drum in order to recover secondary transfer residual toner on an intermediate transfer belt to the photosensitive drum. <P>SOLUTION: When images are formed on a transfer medium P or the last transfer medium P in the consecutive image formation, an image forming operation is finished after secondary transfer is finished (S5). Then, as shown in step S8, an electrostatic charge bias and a primary transfer bias applied to the photosensitive drum are turned off, and image formation is finished as it is (S10). At this time, the secondary transfer residual toner remaining on the intermediate transfer belt 7 is electrostatically charged to the reverse of the polarity of the toner by an ICL roller during pre-rotation made at the start of the subsequent image formation.
