PROBLEM TO BE SOLVED: To provide a high-intensity surface light source permitting efficiently obtaining emission light made of linearly polarized light, optionally controlling the polarization direction and taking out optional luminescence by color conversion. SOLUTION: This plane light source 10 comprises a solid luminescent element 1 for taking out luminescence by electric energy, and an anisotropic scattering color conversion layer 2 formed substantially without an air layer on the light take-out surface side of the solid luminescent element 1. The anisotropic scattering color conversion layer 2 comprises a translucent resin 21, a micro-region part 22 being dispersed and distributed in the translucent resin 21 and having different birefringence from the translucent resin 21, and at least one kind of luminescent material 23 contained in the translucent resin 21 and/or the micro-region part 22, and at least one kind of luminescent material 23 absorbs luminescence taken out of the solid luminescent element 1 as excited light and emits fluorescence or phosphorescence.
