PROBLEM TO BE SOLVED: To provide a surface inspection device and a surface inspection method of a coating thickness adjusting bar capable of improving sufficiently detection accuracy of a defective projecting part. SOLUTION: This surface inspection device 11 of the coating thickness adjusting bar is equipped with a rotating driving mechanism 15 for rotating the coating thickness adjusting bar 20, and a surface inspection mechanism 16 having a surface inspection film 26 having the surface hardness set lower than the surface hardness of the coating thickness adjusting bar 20. The coating thickness adjusting bar 20 is rotated and the surface inspection film 26 is brought into contact with the surface by a fixed load. Then, the surface inspection film 26 is separated from the surface of the coating thickness adjusting bar 20, and it is inspected whether a fault derived from the defective projecting part formed on the surface of the coating thickness adjusting bar 20 is formed on the surface inspection film 26 or not, to thereby inspect whether the defective projecting part is formed on the surface of the coating thickness adjusting bar 20 or not.
