PROBLEM TO BE SOLVED: To obtain a heating element capable of widely utilizing the respective functions of fly ash, red oxide and diatomaceous earth as far-infrared highly radiative materials, and to provide a device and a method for restoring the freshness of perishables using the heating element. SOLUTION: The heating element having far-infrared highly radiative property is obtained by sticking or mixing a base material such as a metal or synthetic resin with a composite material comprising at least two of fly ash, red oxide and diatomaceous earth. The device 1 for restoring the freshness of perishables is such that the whole surface of a casing serving as a food-containing section 2 is formed of the heating element, and the perishables are contained together with water in the food-containing section 2 and heated by the heating element heated by a heat source 3, thus enabling the freshness of the perishables to be restored and maintained.
