<P>PROBLEM TO BE SOLVED: To provide a development device that always assures uniform, proper electrostatic charging of developer. <P>SOLUTION: A pool area D2 is provided on a developer transport path 21 on the upstream side from the position where a photoreceptor drum 11 and the developer transport path 21 comes closest to each toner. The pitch λ2 of each travelling-wave generation electrode 31 in the pool area D1 is shortened, and the amount of developer that is transported is set to as small as 2.0 to 2.7 mg. In addition, effective voltage V1 applied to each travelling-wave generation electrode 31 in a supply area D1 and the pool area D2 is set slightly higher than effective voltage V2 applied to each travelling-wave generation electrode 31 in a recovery area D3. Thereby the amount of electrostatic charges of the developer is speedily saturated. Thus, regardless of variations in the particle diameter, shape, etc., of the developer, temperature, humidity, etc., the developer can securely and uniformly charged electrostatically by the time the developer reaches a development area A.
