<p><P>PROBLEM TO BE SOLVED: To facilitate an operation when an alarm is required to be temporarily invalidated during a patrol of a security guard, etc., by validating a function of the alarm and adversely invalidating it by inputting authentication information (such as a password) by voice input. <P>SOLUTION: Voice recognition of voice inputted in a voice input part 19 is performed by a voice recognition part 21, the voice is converted into text data and the text data after it is converted is collated with text data stored in a message for release/restoration storage part 40.
