PROBLEM TO BE SOLVED: To provide a seawater exchange type breakwater having a simple structure and having a superior function exchanging seawater inside a harbor with that outside the harbor, in particularly the seawater in a bay inside bottom with that in the harbor outside. SOLUTION: A first headrace channel communicating the inside and the outside of the harbor is provided in a dam body, an end part opening in the harbor outside of the headrace channel is provided on a horizontal surface where a negative pressure is generated by horizontal flow of anaseism and backwash, the other end opening is provided in the bay inside bottom, a projection is disposed alternately with the opening on the horizontal surface, an inner chamber is provided in a rear part of the opening on the surface by the wall body and the inner chamber and the harbor inside are communicated with a second headrace channel. Or, the inner chamber having an opening vertically extending on the seawater surface is provided in the harbor outside of the dam body, the end opening of the first headrace channel is provided on the horizontal surface where the negative pressure is generated by the horizontal flow of the anaseism and backwash inside the inner chamber, a branch chamber is provided in the inner chamber by the wall body and the second headrace channel communicating the branch chamber in the inner chamber with the harbor inside is provided.
