PURPOSE: A two-stage parking system for the roadside is provided to maximize the parking area, and to park the vehicle easily by parking or outputting the vehicle over the lower vehicle in case of parallel parking. CONSTITUTION: A two-stage parking system(100) comprises: a lower frame(1) having a base frame(11) fixed to the roadside and inclined properly, a support column(12) vertically installed on the base frame, a support rail(13) installed horizontally in the upper part of the support column, and a horizontal beam combining the support rail; a horizontal moving unit having support rollers(61,62) placed on the support rails of the lower frame; an upper frame(2) inserted on the horizontal moving unit by connecting frames; a support leg(31) supported and folded by a driving cylinder at the side of the upper frame, and composed of wheels(32); and a lifting unit lifting up and down a pallet(45) through a wire(44) connected to the upper part of the upper frame.
