PROBLEM TO BE SOLVED: To provide a thermoelectric transfer device wherein each second end-side contact and a top plate can be secured reliably and heat transmission can be surely carried out between each second end-side contact and the top plate, and also to provide a method of manufacturing the same. SOLUTION: A glass layer is formed on a substrate 12, and a plurality of thermo-couples 13 which are connected in series are formed on the glass layer. A bump 30 is formed on the second end-side contact P2 of each thermo-couple 13, and each land 31 of a top plate 14 is thermally crimped to each bump 30. Other portions in the glass layer than those corresponding to each first end-side contact P1 of each thermo-couple 13 are removed (released), and the remaining portions serve as thermo-couple supporting sections 21. In order to separate the substrate 12 and the second end-side contact P2 in the separating direction (up and down direction), the substrate 12 and the top plate 14 are separated from each other.
